Rumana wants to build a cogeneration plant to provide electricity, heat and air-conditioning for the town's municipal complex. It's an excellent idea that deserves full support in Wayne, and one that could be used elsewhere in North Jersey.

Travel Agency Cogeneration is a daunting word, but it actually refers to a simple concept. In a traditional power plant, coal or gas is burned to create electricity. Much of the heat generated in the process is sent up exhaust stacks and lost to the atmosphere. In a cogeneration plant, that heat is captured and used to create more energy.

Bianchi's resources allowed Wayne to focus on new technology, and greatly expanded the companies' production capacity. Cheap Hotel Wayne's cogeneration plant would use natural gas-fired engines to make electricity and the captured heat would produce steam and hot water. The electricity would be routed to buildings in the complex, including the Wayne municipal building, the Board of Education administrative offices, Fallon Elementary School and Wayne Valley High School. The steam would provide heat in the winter, air-conditioning in the summer through a heat absorption unit, and hot water to the plumbing system. Aside from natural gas, renewable energy sources - solar, geothermal, and a small wind component - would generate about a third of the total energy.

The project would take the entire municipal complex off the electric grid, and is expected to save the township's various agencies at least $20 million in energy costs over the next two decades. Hotel Chicago Utility regulations prevent energy from small cogeneration plants from being routed across public roads. That means Wayne will not be able to send electricity and hot water outside the municipal complex, and will limit the technology's growth.

If it succeeds - and there is no reason to doubt that it will - the technology should be adopted wherever possible. He says the Board of Education is firmly behind the project, too. The township council needs to approve the creation of a new not-for-profit agency that would actually operate the plant, and power-sharing agreements between the Board of Education, the township and the new agency. Council members should take the time to be briefed on the plan and then approve it.
