Navy Plan To Dump Tainted Mud Off Shore Draws Fire

Hotel Booking Environmentalists and New Jersey officials said yesterday they will fight the U.S. Navy's plan to dump 55,000 tons of contaminated mud in federal waters six miles off the coast of Sandy Hook in Monmouth County.

They also say it violates an agreement that Bradley Campbell, New Jersey's environmental commissioner, helped negotiate when he worked as a regional director for the U.S. Environmental Protection Agency.

Travel Agent EPA officials contend the mud does not violate the agreement Campbell helped negotiate and will not harm New Jersey's beaches or environment. "We would not have agreed that this material was suitable ... if we didn't feel that," said Bonnie Bellow, an EPA spokeswoman.

Hotel Reservation "I don't accept that 113 is essentially the same as 123," Campbell said. "We think the numbers are sufficiently high enough that it's inconsistent with the standard."

London Hotel Booking While working for the White House Council on Environmental Quality under the Clinton administration, Campbell negotiated the agreement in 1996 that prohibited ocean dumping off Sandy Hook, except on a limited basis at one site where the contamination levels already were high. Four years later, while an EPA regional administrator, Campbell also helped negotiate the agreement that established the 113-parts-per-billion standard for PCB contamination at the Sandy Hook site.

Discount Travel U.S. Rep. Frank Pallone (D-6th District) said there are other places where the mud could be sent, such as an abandoned coal mine in Western Pennsylvania.

Orlando Hotel "We're not against the dredging," Pallone said. "But the question is, are you going to dispose of it in the ocean or dispose of it upland?"

Booking Agency Federal officials say disposing of the mud on land would be significantly more costly than dumping it at sea.

International Travel Medical Officials at the Army Corps said they will consider the Navy's plan after a 30-day public comment period.
