While the projects would bring cash to Nevada's struggling rural economies, they also could bring more pollutants to Utah's Wasatch Front, which already struggles to meet federal air-quality standards.

Cheap Hotel San Diego-based Sempra Energy is proposing to build a 1,450-megawatt power plant, which would provide enough electricity for about 1.5 million homes. On Tuesday, the Washoe County Planning Commission in Reno approved a permit allowing the company to erect a tower to gather preliminary wind and air-quality data from a site near Gerlach, Nev., about 75 miles north of Reno.

New York Hotel The Wasatch Front also is barely in compliance with the Clean Air Act's provisions for ozone.
