Pa. Utility, Jersey Cut Deal To Shut 2 Coal-Fired Plants

Travel Agent Besides the shutdown, the deal calls for PPL to take steps to reduce emissions from its Martin's Creek facility, located across the river from Warren County, starting next year.

Hotel Chicago Under the agreement, PPL would begin burning cleaner coal and fuel by May 2004 to lower sulfur dioxide emissions. That action would involve both coal units and two fuel oil plants at the site.

Online Booking In exchange for the emissions reductions and the plants' eventual shutdown, New Jersey agreed to withdraw its appeal of Pennsylvania's approval of PPL's natural gas power plant that is under construction near the coal-burning facility. That facility is scheduled to be completed next year.

Travel Health Insurance As a result of the agreement, sulfur dioxide emissions will be reduced by 80 percent, or about 20,000 tons a year by 2007, according to the DEP. Output of nitrogen oxides, mercury and fine particulates also will decrease, officials said.

Hotel Reservation "This will eliminate literally thousands of tons of sulfur dioxide emissions that had a direct impact on New Jersey's air quality," Campbell said.

London Hotel Booking The coal burners at Martin's Creek emit more sulfur dioxide than any single source of the pollutant in New Jersey, DEP officials said.

Discount Travel "That plant is one of the oldest, dirtiest plants in the country. It really is the symbol of the worst of air pollution," said Jeff Tittle, director of the New Jersey chapter of Sierra Club.

Orlando Hotel As part of the deal, PPL reserved the right to repower the coal-fired plants with an alternate form of fuel, although James Seif, PPL's vice president for corporate services, said the utility has no concrete plans.

Booking Agency McGreevey said the state's action will serve as a model at a time when the federal government is relaxing Clean Air Act requirements so power plant owners do not have to finance expensive retrofits.

International Travel Medical Campbell said the coal plants could have continued operating indefinitely. The units were built before current federal pollution control laws were enacted, allowing them to emit higher levels of pollutants than modern power plants.

New York Hotel Some Warren County residents have contended for years that pollutants from coal-burning facilities in Pennsylvania were contaminating the air and contributing to respiratory problems. Warren County Environmental Commission members blamed PPL and other coal burners for the county's high level of sulfur dioxide.

Online Travel Booking Studies by the U.S. Environmental Protection Agency identified sulfur dioxide emissions from the Martin's Creek plant as the main cause of the poor air quality in Warren County, according to a DEP statement.

Travel Medical Insurance A survey by the Belvidere Environmental Commission concluded the rate of asthma in the town was twice the state average. A more comprehensive study of asthma rates is under way.

Miami Hotel White Township resident Richard Kowal, whose 14-year-old son has asthma, was pleased by the plant's eventual shutdown. "Anytime you're cleaning up the air, making it better, is a step in the right direction," he said.

Air Deccan Booking During a sometimes testy telephone news conference, officials from PPL and the Pennsylvania Department of Environmental Protection took exception to Campbell's claims about the impact of the emissions on New Jersey's air quality.
