Travel Agency And now in this Atlantic County city, officials are considering whether to allow residential development on about 620 acres of tidelands called the Gateway Site. To further increase the value of the property, owned by a limited partnership based in California, the town fathers are considering whether to designate the site as a redevelopment zone.

Cheap Hotel The site, owned by A.C. Gateway Associates LLC, sits on the eastern edge of Pleasantville and is bordered by the Atlantic City Expressway to the south and Delilah Road and Route 30 to the north. Acres of salt-marsh wetlands teeming with birds, fish, crustaceans, mammals and plants extend eastward to Atlantic City.

Flight Booking "I think this would be a tremendous thing for our city, the boost that we need right now," said Mayor Ralph Peterson, who has tried for more than 20 years to bring development to the site as a way to jump-start Pleasantville's languishing economy.

Travel Agent Pleasantville, with about 19,000 residents, is trying to attract new home buyers who would provide much-needed tax income. The city's only undeveloped property is the Gateway land.

The Accor Corporate Contract, available only to businesses, lets you save time by booking hotels at net rates adapted to your volume while optimizing your travel costs.

Hotel Chicago The redevelopment designation could open a pool of state funding for both the city and developer K. Hovnanian of Red Bank, which has begun talks with officials about building an unspecified number of multifamily housing units on the site.

Online Booking Doug Fenichel, a Hovnanian spokesman, said: "Basically, we've been bouncing ideas off the city, and right now, we're recommending multifamily residential for this site."

Travel Health Insurance Fenichel said the company believed construction would be allowed on at least one-quarter of the land. K. Hovnanian is considering townhouses or condominiums.

Hotel Reservation Pleasantville officials recently had the city's engineers prepare a redevelopment study of the property. The 40-page document contains maps and diagrams that seem to differ significantly with 2002 federal and state environmental mapping showing wetlands delineations.

London Hotel Booking The town's preliminary surveys indicate uplands, or solid ground, while maps from the state Department of Environmental Protection and the Federal Emergency Management Agency show wetlands and tidal waters.

Discount Travel "Even with the environmental restrictions which may be imposed on a project in the Study Area by current DEP regulations, this 620-acre tract could potentially support significant development," said the study by Remington, Vernick & Walberg commissioned by Pleasantville.

Orlando Hotel Others think building there is a bad idea.

Booking Agency "How do you redevelop something that has never been developed?" asked Pleasantville's zoning board president, Gaylord Inman, an environmental consultant and the former director of the Edwin B. Forsythe National Wildlife Refuge.

International Travel Medical Inman and his wife, Martha, recently built a home on a lot that abuts the wetlands area. The concept of hundreds of homes upon the neighboring wetlands angers the couple, who are starting a campaign to involve neighbors to stop the proposed development.

New York Hotel "I'm sure our objection smacks of 'NIMBY-ism' [not in my backyard], but I would still be against the whole thing even if I lived on the other side town," Gaylord Inman said. "If this were Galloway or Linwood or anywhere else, this land would be preserved as a conservation zone."

Online Travel Booking Environmentalists also fear that allowing such development would not only ruin the wetland, but might set an unwelcome precedent when it comes to enforcing state environmental regulations.

Travel Medical Insurance "Allowing this development could ultimately spark a disturbing trend that would certainly have adverse effects on the Shore," said Tim Dillingham, executive director of the American Littoral Society, a Sandy Hook-based shoreline-protection watchdog group.

Miami Hotel "There are environmental laws in place to protect the state's wetlands, and every time the law isn't followed or upheld, it weakens the integrity of the intent."

Air Deccan Booking The Littoral Society filed suit to block development at the Pleasantville site in the 1980s, when local officials proposed allowing the construction of eight hotels, an outlet mall, and 4,000 casino-worker parking spots.

Las Vegas Nevada Travel Wetland zones such as the Gateway Site are usually protected by the state under the Coastal Area Facilities Review Act.

Las Vegas Nv Hotel But because the city had been involved in negotiations with a group of developers called Boardwalk Associates before the 1986 regulation discouraging "bay village developments" was adopted, a permit to build the hotels, a shopping center, and a parking lot was issued in October 1989.

Hotel Florence Booking Online The developer owns about 465 acres of the site, with an assessed value of $829,000, while the remaining property is owned by the city and various utilities.

Orlando Travel The permit was modified in 1993, abandoning the plan to create the casino-worker parking spaces, but allowing for a larger shopping center with 2,277 customer parking spaces. The permit is scheduled to expire in 2008 if construction does not begin.

Hilton Hotel Meanwhile, Boardwalk Associates changed its name to A.C. Gateway Associates LLC but continued to retain ownership of the property. In 1985, it allowed silt spoils from a dredging project to be dumped on the site, thereby helping to create additional "uplands," or buildable land. The property has been used as a dredge-spoils disposal site over the years, with the most recent dumping occurring last year when the Pleasantville Yacht Basin and Absecon Bay were dredged.

Booking Delta Com Gateway executives could not be reached for comment.

Travel Insurance Online In 1985, the Army Corps of Engineers said the site contained about 145 acres of buildable uplands. By 1996, the DEP determined that fewer than 100 acres of uplands remained.

London Hotel "Wetlands on the site are increasing rather than decreasing because the placement of dredge spoils have been so gradual over time; the silt has settled out in tidal creeks in the area," said Karl Braun, section chief of the DEP's Land Use Regulation Program.

Online Hotel Booking "Of the 400 acres in the site, only 90 acres of upland existed in the mid-1990s. It wouldn't surprise me if that number had been significantly reduced over time."

Travel Insurance Braun said nature would always reclaim the territory despite the manipulations that have occurred in that salt marsh over the last 40 years, including the construction of the Atlantic City Expressway in the early 1960s.

Paris Hotel "Physically, the site has a series of features that are very unique," Braun said. "When the expressway was built, the geological plateau of the area was amended, and a very large salt pan, or salt plain, was created on the site. But over time there has been a very distinctive reclamation of the wetlands."

Airline Booking The site fills with water whenever there is a heavy rainstorm or a nor'easter blows in. Flooding is so severe that nearby road, including four-lane Route 30, are often closed, the Inmans said.

Travel Trailer "If there is a problem with flooding in the area now at high tide during a storm, what would be it like if they filled it in and built houses on top of it?" Martha Inman asked.
